StarCare Specialty Health System (StarCare) is seeking a full time Release of Information Specialist to join its outstanding Medical Records team. This position processes all Release of Information requests for the entire StarCare Specialty Health System including subpoenas, court orders, and related requests.
Responsibilities:
- Verify the validity of consent forms and requests for information, ensuring requests conform to applicable state and federal law, and that requests are processed within required or requested time frames;
- Locate the requested record and any of the various StarCare service sites and copy all parts of the requested record, stamp, number, itemize on status report, mail/fax requested information, and log all releases.
- Liaison with all internal customers and external agencies (DARS, CPS, APS, Parole/Probation, FBI, District Attorney, Hospitals/Physicians, etc.) for processing requests for information.
Essential Duties:
- Provide information and act as the point of inquiry for internal and external customers in matters related to release of information;
- Back-up and assist medical records staff as needed;
- Completes all required documentation;
- Scan and upload electronic and paper forms as needed;
- Communicate with supervisor and other StarCare employees;
- Assist with special projects and/or assignments as requested.
Schedule: This is a full-time/non-exempt position scheduled Monday – Friday, 8am – 5pm, with flexibility to meet the needs of the department.

Qualifications:
- Graduation from High School or equivalent and three (3) years of full-time experience in a related field.
- Experience with the release of health-related information is preferred
Skills & Abilities:
- Knowledge and skill in operating standard office equipment (phone, fax machine, copier, etc.) and a personal computer with Microsoft Office products is also required.
- Knowledge of medical records systems and related release of information processes.
- Knowledge of appropriate state and federal laws, rules and regulations.
- Knowledge of basic Psychiatric, Behavioral Health, Substance Abuse Disorders and IDD nomenclature, medications, labs, and related information knowledge of SmartCare, CARE systems or other Electronic Medical Records systems.is preferred.
- Able to communicate effectively, both orally and in writing.
- Ability to organize, prioritize a variety of assignments and manage time.
Additional Requirements:
- Must pass a pre-hire drug screen and criminal background check.
- Must have a Texas driver's license, liability auto insurance, and be insurable under the Agency's insurance.
