StarCare Specialty Health System (StarCare) is seeking a dynamic Licensed Professional of the Healing Arts (LPHA) to fill the position of Psychosocial Evaluator in the Local Mental Health Authority Department.
What is a Local Mental Health Authority (LMHA):
Local Mental Health Authorities serve as the point of entry for publicly funded, privately funded, or unfunded mental health services for people who are assessed with mental illness in Texas. The Texas Health and Human Services Commission (HHSC) requires each LMHA to evaluate the mental health needs of communities in their local service area and plan, develop policy, coordinate services, and use resources to address those needs.
Responsibilities:
- Completes diagnostic evaluation to determine service eligibility and level of care (LOC) for children, adolescents, and adults to include preliminary diagnosis, linking to appropriate services and/or community resource referrals.
- Completes Child and Adolescent Needs Strengths Assessment (CANS) to establish a LOC, as applicable.
- Completes the Adult Needs and Strengths Assessment (ANSA) to establish a LOC, as applicable.
- Completes all documentation correctly and within the established timeframes.
- Attend meetings, training sessions, staffing sessions, etc.
- Assists supervisor and other Center staff with special projects and/or assignments as needed.
- Perform other duties as assigned.
Schedule: This is a full-time/exempt position scheduled Monday – Friday, 8am – 5pm with flexibility to meet the needs of the Local Mental Health Authority Department.

Qualifications:
Education:
- Master’s degree from an accredited college or university in a human services field, such as sociology, psychology, etc.
- Must be a Licensed Professional of the Healing Arts (LPHA) such as LPC, LCSW or LMFT with an active Texas license.
Experience:
- A minimum of two (2) years full-time clinical experience in the treatment of persons with mental illness.
Skills & Abilities:
Required:
- Knowledge of the Diagnostic and Statistical Manual of Mental Disorders (DSM-5).
- Knowledge of mental illness and substance abuse disorders.
- Knowledge of clinical skills in evaluation and crisis intervention.
- Ability to work in a fast-paced environment.
- Ability to work closely with multiple departments at the same time.
- Ability to assess accurately without personal biases.
- Must have strong interviewing and critical thinking skills.
- Ability to communicate effectively, both orally and in writing.
- Ability to interact with diverse individuals.
- Ability and training (if required) to competently administer tests and measures.
- Ability to accurately document information obtained from interviews, tests, records, or reference materials.
- Ability to maintain an effective working relationship with other employees, management, state employees, and the public.
- Knowledge and skill in operating standard office equipment (phone, copier, etc.) and personal computer/laptop, including Microsoft Office products.
- Knowledge and experience with Electronic Health Records.
Preferred:
- Experience in the psychiatric field or utilization review.
- Knowledge of psychiatric terminology, DSM-5, and psychopharmacology.
- Certified in CANS/ANSA.
- Bilingual (English/Spanish).
Additional Requirements:
- Must pass a pre-hire drug screen and criminal background check.
- Must maintain current licensure as an LPHA
- Must have a Texas driver's license and be insurable under the Agency's insurance.
