StarCare Specialty Health System (StarCare) is in search of a Licensed Chemical Dependency Counselor (LCDC) to join the Region 1 Outreach, Screening, Assessment and Referral (OSAR) team as a OSAR Service Coordinator . This position provides serves as a key access point to care by coordinating services for adolescents and adults, conducting eligibility determinations, facilitating referrals, and ensuring timely and accurate entry into treatment.
Responsibilities:
- Conduct eligibility screenings for adolescents and adults.
- Provide motivational interviewing and/or crisis intervention.
- Refer and coordinate services for high-severity clients to appropriate services including inpatient, outpatient, and community-based treatment services and supports.
- Provide follow-up services to ensure continuity of care and successful service engagement.
- Provide community-based outreach services with community partners.
Schedule: This is a full-time/non-exempt position scheduled Monday – Friday, 8am – 5pm, with flexibility to meet the needs of the department.

Qualifications:
Required:
- Licensed Chemical Dependency intern (LCDC-I ) with 2,000 hours of supervised work experience required, full Licensed Chemical Dependency Counselor (LCDC) preferred.
- Bachelor’s degree from an accredited college or university in a human services field (Psychology, Social Work, Human Development/Family Studies, or related) required.
- Minimum of two (2) years of full-time experience in substance use services or a social services field.
- Valid Texas driver’s license, current auto insurance, and ability to be insured under agency insurance
- Ability to travel regularly within a multi-county region
Preferred:
- Experience working with substance use populations with high-severity or complex needs
- Familiarity with CMBHS and behavioral health documentation systems
- Experience providing outreach and services in community or justice-involved settings
- Bilingual (English/Spanish)
Skills & Abilities:
- Knowledge of human services and substance use treatment systems
- Strong verbal and written communication skills
- Ability to manage multiple priorities and meet documentation deadlines
- Ability to work independently while maintaining effective working relationships
- Knowledge of applicable rules, regulations, and confidentiality standards
- Proficiency with Microsoft Office and standard office equipment
Work Environment & Physical Requirements:
- Travel by car required (approximately 50% of work time)
- Work performed in office and community settings
- May require long or irregular hours
- Requires the ability to sit, stand, walk, lift, communicate, and use a computer and phone regularly
Additional Requirements:
- Must pass a pre-hire drug screen, MVR, and criminal background check.
- Must have a Texas driver's license, liability auto insurance, and be insurable under the Agency's insurance.
