StarCare Specialty Health System (StarCare) is seeking a full time Financial Analyst to join its outstanding Accounting team. The Financial Analyst is responsible for preparing complex regulatory cost reports and developing recurring financial and productivity dashboards for executive and operational leadership. This position ensures accurate cost allocation, reimbursement compliance, and decision-support reporting across multiple federal, state, and programmatic funding sources. The role combines technical cost reporting, financial analysis, and management reporting.
Essential Functions and Responsibilities:
- Prepare, analyze, and submit all required cost reports and applications.
- Ensure cost reports comply with applicable federal, state, and program-specific regulations, guidance, and deadlines.
- Maintain detailed workpapers, documentation, and audit trails to support submissions and audits.
- Coordinate responses to auditor questions, desk reviews, and regulatory inquiries related to cost reports and reimbursement.
- Develop and maintain monthly financial dashboards for management that include but are not limited to cost report performance, spending trends, budget-to-actual variances, and reimbursement funding impacts.
- Prepare productivity dashboards that align operational metrics (encounters, units of services, staffing levels) with financial results.
- Analyze trends and variances, identify drivers, and clearly communicate findings with leadership.
- Translate complex cost report data into actionable insights for operation and executive decision-making.
- Apply and maintain cost allocation methodologies consistent with regulatory requirements and organizational policy.
- Analyze direct and indirect costs across programs, grants, and service lines.
- Support forecasting and reimbursement modeling using cost report and utilization data.
- Collaborate with finance and clinical leaders to improve data accuracy and cost visibility.
- Provide technical guidance on cost reporting implications for program changes, new funding sources, or service expansions.
- Assist with special projects related to reimbursement optimization, reporting improvements and financial transparency.
- Maintains regular and consistent attendance for the assigned work hours.
- Ensure all required training and credentials are current and compliant with Center, federal, state, and local regulations, and in addition to StarCare policies and procedures.
- Complete special departmental projects and other responsibilities with similar skill and work conditions as assigned.
- Support all activities in alignment with StarCare’s mission, values, and operational goals.
Schedule: This is a full-time exempt position scheduled Monday – Friday, 8am – 5pm, with flexibility to meet the needs of the department.

Qualifications:
- Bachelor's degree in Business Administration, Public Administration, Accounting, Finance, Health Care Administration, or a related field.
- Hands-on experience preparing or supporting Medicare, Medicaid, and/or grant-related cost reports strongly preferred.
- Experience building and maintaining financial dashboards and productivity reports for management.
- Advanced proficiency in Microsoft Excel (pivot tables, formulas, data analysis) required.
- Strong knowledge of accounting principles and reimbursement methodologies required.
